TobyNarcdog Services and it's owner Tim Skipper are dedicated to providing quality Narcotics Detection K-9's and handlers. Tim worked as a Police Officer for 25 years in various assignments; Narcotics Enforcement officer, Gang Enforcement, DARE Instructor, and his last 8 years as Toby’s handler.  Toby was trained by Fred Helfers of CedarHome Kennels.  Toby and Tim performed successful searches for Narcotics for multiple Law Enforcement agencies, including DEA. They both honorably retired in 2001.

Toby passed away April 13, 2005, he was 14 years old. 2003 brought an exciting opportunity for Tim in Honduras. Tim spent 5 weeks in Pavana, Honduras training new detection dog handlers. The training facility used focuses on incoming transportation from Central America entering Honduras at it’s southern border. During his 2003 training seminar Tim was requested to send a canine he had trained to the Northern coast of Honduras.  This Canine alerted to a false compartment area of a ship, 2 tons of Cocaine were alerted to and seized. This was the largest seizure in Honduran history.

In May of 2004 Tim was invited to be an instructor at the annual Pacific Northwest Police Detection Dog Association training seminar in Everett Washington. Tim instructed Canine teams in practical training exercises. August of 2005 included a 30 day training session in Southern Brazil.  This training seminar was conducted in Florianopolis, Brazil and encompassed 31 dog handlers and their dogs.
